Cosmure, a global certification service brand for cosmetics, has unveiled its integrated platform ( www.cosmure.com ). The platform features a regulatory expert AI that incorporates original regulatory texts from the EU, UK, and US, along with a database of ingredients from 52 countries and practical evaluation criteria accumulated over several years.
The platform serves as a dual solution that responds to Packaging Regulatory Requirements (PPWR) and registration responsibilities across four countries — South Korea, the Netherlands, the UK, and the US. This system currently manages practical registration processes for over 200 client companies across the US, EU, and UK markets.
Cosmure's AI-driven query service ensures accuracy by cross-validating three sources: the original regulatory texts from the EU, UK, and US, the ingredient database from 52 countries, and practical evaluation case studies developed by Cosmure. This method mitigates the risk associated with inaccurate responses in international certification processes, where a misquote of outdated or non-existent provisions can lead to customs rejections or recalls.
Each ingredient undergoes an automated comparison of 38 criteria drawn from EU cosmetics regulations and other related legislation. This includes analyses based on concentration limits and regulatory maximums, generating straightforward judgments like "input 1.5% > maximum 1.0% — concentration exceeded." Updates reflecting recent changes in regulations, such as the prohibition of certain nano materials and limits on retinol concentrations, are integrated.
The platform's 20+ AI modules work modularly, allowing the exchange of results in a file format to prevent error accumulation, a common drawback of AI systems. However, final decisions still require human oversight, with AI outputs undergoing thorough review and approval from responsible personnel and safety assessors before reaching clients. According to CEO Jeong Yeon-gwang, "AI drafts, and humans take final responsibility for the results."
Cosmure maintains its own corporate entities in Seoul, Amsterdam, the UK, and the US, enabling it to conduct local communication directly with regulatory authorities. Unlike many domestic agencies that outsource tasks, Cosmure employs its own safety assessors to prepare the Cosmetic Product Safety Report (CPSR), simplifying the process for brands who only need to provide basic documentation. The average timeframe from document compilation to registration is under one month, significantly shorter than the industry norm of two to three months.
Furthermore, Cosmure offers dedicated services for compliance with the upcoming EU Packaging and Packaging Waste Regulation (PPWR), applicable from August 12, 2026. This regulation imposes obligations regarding heavy metals, recyclability ratings, and percentages of recycled content on packaging materials, affecting products manufactured in Korea once they enter the EU market. CEO Jeong emphasizes that while the CPNP registration may seem complete, there is now a second regulatory hurdle to navigate.
Jeong adds, "We did not develop the AI from scratch; instead, we trained existing AI on our regulatory criteria. Rather than building software first, we dissected our tasks and seamlessly integrated AI capabilities step by step."
